So, now to the Dow Jones and how it has been trading, because of what President Obama announced. Look at that. The Dow is off 1.7 percent, 184 points, 10,418. And the significance, of course, it is banking stocks, in particular, that has been hit hard. And a much of those falls, or many of those falls, happened after the president spoke. Because one of the financial reforms President Obama has been talking about for some time, no private sector should be too big to fail.

In other words, in a position where taxpayers have been bailing out banks if it is too much of a mess, today, President Obama announced the sweeping plans, that in future, he believes would head off that danger. No more too big to fail.

This is the idea. Stop the risky trading. It is the cornerstone, no propriety trading, or at least limiting the banks activities. In other words, if a bank was to speculate with its own capital, it could not be part of a deposit taking institution. That seems to be the thrust and seems to be the core of exactly what this is all about.

President Obama says the banks need to focus, instead, on serving their customers.

BEIJING, Feb. 3 (Xinhua) -- Chinese intellectual property rights (IPR) authorities Wednesday vowed "all-round" efforts to help domestic companies raise awareness of IPR protection in the wake of increasing exchanges with foreign businesses and disputes arising from them.

Yin Xintian, spokesman of the State Intellectual Property Office, made the pledge when answering a question related to a lawsuit between British electric kettle manufacturer Strix and two Chinese companies, at a press conference on the amendment to the implementation rules of the wholesale colthing Patent Law.

He admitted there was still a gap between China and developed countries in terms of public awareness of IPR protection, which needed "long-term efforts" to improve.

China amended the implementation rules of its Patent Law and put it into force on Monday. It was intended to be in line with the latest amendment to the Patent Law, which took effect on Oct. 1, 2009.

A major revision on the implementation rules was allowing inventions completed in China to apply for foreign patents before obtaining a domestic one, but requiring them to go through government scrutiny to decide if they should be national secrets.

It was considered a move to encourage innovation and improve international competitiveness as, previously, the Patent Law stipulated that inventions that were completed in China must apply for domestic patents first before applying for a foreign one.

Other revisions included an explicit definition of "genetic resources" and the range of applications for "compulsory licensing."

China's Patent Law has gone through three revisions since it was enacted in 1985.

UNITED NATIONS, Jan. 27 (Xinhua) -- China's UN Ambassador Zhang Yesui on Wednesday called on concerned parties to create " favorable conditions" for an early resumption of Palestinian- Israeli peace talks.

He also urged the international community to "redouble its efforts to push for all parties to build the momentum for negotiations and inject new impetus into the peace process."

BEIJING, Feb. 2 (Xinhua) -- A Chinese Foreign Ministry spokesman on Tuesday urged United States companies to stop promoting or being involved in arms sales to Taiwan, to avoid tension between the two countries.

"Some U.S. companies, which ignore the stern objections of the Chinese government and decide to sell weapons to Taiwan regardless, will face sanctions," the spokesman Ma Zhaoxu told a regular briefing in Beijing.

China has decided to halt bilateral military programs and security talks after the Obama administration gave the greenlight Friday to a new package of arms sales to Taiwan.

"The U.S. move posed grave danger to China's core interests and hurt bilateral ties seriously, which will inevitably affect bilateral cooperation on some major regional and international issues," Ma said.

Yet, far from securing its long-term energy needs, China is betting on Ahmadinejad to police its interests. A superpower cannot afford to act like a superpredator. China cannot profit by preying on the Iranian people for oil without losing face for investing in the cheapest of political commodities: Ahmadinejad's future.

Ahmadinejad has damaged Iran enough. China's relations with Iran and the United States should not become a part of the wreckage. Instead of converting Iran into a battleground for a cold war against the United States, China should join the international community by declaring and demonstrating its solidarity with the Iranian people.

Instead of resisting change in Iran, China should welcome it.

BEIJING, Feb. 23 (Xinhua) -- China Tuesday called on the United States to work for the improvement of bilateral relations.

Chinese Foreign Ministry spokesman Qin Gang made the call at a regular press briefing in response to questions on China-U.S. relations.

The United States should earnestly abide by the principles laid out by the three China-U.S. joint communiques and the joint statement of the two countries, respect China's core interests and major concerns, cautiously and properly handle related sensitive issues and create conditions for the improvement and development of their relations, Qin said.

He said paper bag printing the U.S. arms sales to Taiwan and U.S. President Barack Obama's meeting with the Dalai Lama had seriously damaged China- U.S. relations.

At the end of January, the U.S. government announced plans to sell an arms package to Taiwan, which included Patriot missiles, Black Hawk helicopters and minesweepers. China has clearly expressed its position with regard to the meeting many times, said Qin, adding that China demanded the United States respect China's position, right the wrongs, and take concrete measures to maintain sound and stable development of China-U.S. relations.

"The development of China-U.S. relations is in the fundamental interests of both countries and conducive to world peace and development," Qin said.

BEIJING, Feb. 11 (Xinhua) -- China would like to work with the parties involved for an early resumption of the six-party talks, Foreign Ministry spokesman Ma Zhaoxu said here Thursday.

The Chinese government has appointed former Vice Foreign Minister Wu Dawei as its special representative for Korean Peninsular affairs, who would be in charge of the six-party talks and related issues.

Wu, who served as the deputy director-general of Foreign Ministry's Asian Affairs Department, China's ambassadors to the Republic of Korea (ROK) and Japan as well as vice foreign minister, is well-informed about the Korean Peninsular situation.

He also participated in the previous rounds of six-party talks on the Korean Peninsular nuclear issue as head of the Chinese delegation.

Ma told a regular press briefing Thursday that this appointment showed that the Chinese government attached importance to the Korean Peninsular situation and the six-party talks.

He said, "China is willing to work with the parties involved to promote the resumption of the six-party talks at an early date."

The six-party nuclear talks, involving the Democratic People's Republic of Korea (DPRK), the United States, China, the ROK, Russia and Japan, were launched in 2003

BEIJING, Feb. 2 (Xinhua) -- China's Ministry of Commerce (MOC) said Tuesday that it would impose temporary anti-dumping measures on terephthalic acid imported from Thailand and the Republic of Korea (ROK).

The preliminary ruling required importers of terephthalic acid from Thailand and the ROK to place deposits starting Wednesday, said a statement on the MOC website.

The statement said companies from those two countries had dumped terephthalic acid on the Chinese market, caused substantial damage to China's domestic industry.

The statement also listed deposit rates for products imported from the ROK at 2.4 percent to 11.2 percent and for products from Thailand 12.2 percent to 20.1 percent.

In another brief statement, the MOC said it would prolong anti- dumping investigation into terephthalic acid from Thailand and the ROK for six months until Aug. 12.

The decision was made because "the situation in this case is quite special and complicated," said the statement without giving further details.

The MOC started an anti-dumping probe into terephthalic acid from Thailand and the ROK on Feb. 12, 2009. The MOC said in a statement last February that the investigation would normally be finished within a year, but might last until Aug. 12, 2010.

Terephthalic acid is an organic compound used in polyester coatings and resins.

SHANGHAI, Jan. 26 (Xinhua) -- China's economic hub Shanghai has lowered its annual growth target for gross domestic product (GDP) from nine percent last year to eight percent as the city hopes to improve the quality of local economy and secure a steady recovery.

The proposal was made by Mayor Han Zheng at the Shanghai Municipal People's Congress opened here on Tuesday and is to be reviewed by local legislators.

Han said the city's GDP fell short of the nine percent projection and grew 8.2 percent last year.

"Shanghai's economy has embarked onto the track Lace wigs of steady recovery," he assured the legislature. "We are at a crucial period when industrial upgrading and Full lace wigs economic rebalancing should be further enhanced."

Among other projections proposed by the city government for this year are an eight percent rise in local fiscal revenue, a registered unemployment rate of 4.5 percent, environmental-protecting investment equivalent to three percent of the city's total GDP and research and development expenses from local finance up to 2.8 percent of its GDP.

The city government also vowed to cut its energy consumption per GDP unit by 20 percent during the 11-th five year plan period ending this year.

Han didn't specify the target for the year's consumer price index, a benchmark for retail inflation, only saying that the figure would be linked to the price control target of the central government.

Han said that the Shanghai World Expo to be opened in May would bring the city both opportunities and challenges in economic development. "We will take a package of policies to make sure local economy will gradually recover quarter by quarter," he said.

In 2009, Shanghai raked in 254.03 billion yuan in local revenue, up 7.7 percent from a year ago while the city's fixed investment rose by 9.2 percent to 527.33 billion yuan.

Last year, Shanghai's consumer price index lowered by 0.4 percent from that of 2008 while retail sales of consumer products rose by 14 percent, he said.

CAE also announced it received an order cancellation of one simulator that was sold during a prior fiscal year.

The A320 and A330 FFSs, as well as brief-debrief stations, will be delivered to SEFTC in 2011. The simulators will incorporate full six-degree-of-freedom CAE True electric motion systems and new-generation CAE Tropos-6000 visual systems, including liquid crystal on silicon (LCoS) projectors and 200- by 40-degree field-of-view visual displays. Both simulators will be certified to Level D, the highest qualification for flight simulators.

SEFTC currently uses six CAE-produced FFSs at its facilities at Shanghai Pudong Waigaoqiao Free Trade Zone. They include four A320 devices, an A330/340, and a Boeing 737. All feature multiple engine options and CAE Tropos visual systems.
